This legislation would provide that a "nonadmitted insurer", when domiciled in Georgia, can be deemed a "domestic surplus lines insurer". These insurers cover high risk customers that are not covered by traditional underwriters (like explosives manufacturing, firearms, hazardous materials, etc.)
