This legislation creates an extremely broad net to catch what the state would define as "domestic terrorism". In reality, the federal government and department of homeland security through the patriot act will grab all actual terrorists before the state ever sees them. In addition to the above, it also adds extreme mandatory minimums and pre-empts any form of judicial discretion on lines 68-69.
