This legislation reforms law regarding HOA's and Condo associations with regard to developments that stalled out during the recession. In some examples, HOA's were not turned over to homeowners by the developer, etc. This bill creates a legal process for homeowners to go through in order to take over that HOA from the developer in certain circumstances.
